Sarah Kihika Kasande

Head of Office of the International Center for Transitional Justice (ICTJ) in Uganda and an Advocate of courts of Judicature in Uganda with a passion for social justice and human rights. She has over 13 years of experience conducting peace-building and transitional justice programming at the grassroots, national, and regional levels.

Sarah has provided technical assistance on reparations, truth- seeking, national and international prosecutions, and gender-inclusive transitional justice processes to victims’ groups, civil society organisations, and state actors in diverse African contexts, including Uganda, South Sudan, The Gambia, Tunisia and Kenya.

Sarah has researched, worked and engaged with conflict-affected communities in Uganda and supported grassroots women’s groups and social justice initiatives championing women’s access to justice. Sarah is a member of the Advisory Committee of the Africa Transitional Justice Legacy Fund and co-founder of Chapter Four Uganda, a human rights organisation dedicated to protecting civil liberties in Uganda.

Before joining the ICTJ, Sarah was a Senior Project Officer with the Uganda Association of Women Lawyers. She holds a Master of Laws (LL.M) in International Human Rights Law from the Central European University, s Bachelor of Laws (LL.B Hons) from Makerere University, and a Postgraduate Diploma in Legal Practice from the Law Development Centre.
